Read the exclusion
“Excluding sales from existing customers” means exactly that. If your audience already has an account, that traffic pays nothing. On a subscription service in a category with heavy brand switching, that is a real share of clicks.
It also means the $200 is a new-customer acquisition price, which is why it is high. Compare it against programs that pay on repeat orders before assuming it is the better offer.
The date is recent, which is unusual here
